Can I apply together as a partner in a Pilot Group offering commercial, marketing, deployment and consultancy services?

In other words, can I join a leading partner with a TRL6 solution as an independent partner to offer in the Pilot Group the above mentioned services (commercial, marketing, deployment and consultancy)?
