Is the 80-20 funding rate also the same for cities?

You mentioned Open Call participants can get 80% funding on their budget estimation for a pilot. Is this the same for both SME and Cities or do different rates apply?

Yes. This rate applies to each individual organisation (SMEs, cities and large businesses).
